		<description>Maybe the issue is not looking at the FBI but the cell phone manufacturers.  It might be easier to get their assurance that their phones don't do this.  If the FBI can do this, then why not criminals as well.

I might be moving the target, but I think you'd get more traction from the cell phone companies, especially if you gave each phone a safety rating.</description>
